A WEA Canvas asynchronous course is a type of learning experience in which participants can access and engage with course materials at their own convenience without being required to attend live sessions. This format is designed to provide flexibility for learners with varying schedules or commitments. These courses are self-paced and can be started/completed on your own time.

This eLearning course is based online training modules developed by the IRIS Center. The IRIS Center is a national center dedicated to improving education outcomes for all children, especially those with disabilities birth through age twenty-one, through the use of effective evidence-based practices and interventions. The courses include completing the online module and an assessment.

Course Description
This course is designed for special education case managers, administrators, related service providers, and multidisciplinary team members responsible for developing and issuing Prior Written Notices (PWNs) under IDEA. Participants will examine Prior Written Notice as more than a procedural safeguard. The course reframes PWN as a critical tool for transparency, trust-building, and meaningful family engagement within inclusive school systems. Grounded in OSPI guidance, IDEA regulatory requirements, and culturally responsive practice, this course emphasizes clarity, accuracy, and integrity in documenting district decisions related to identification, evaluation, placement, and the provision of FAPE. Through applied examples and document analysis, participants will strengthen their ability to draft legally sound, data informed PWNs that clearly articulate the district’s proposals or refusals, the rationale for decisions, and the options considered. The course also centers equity by examining how language access, cultural context, power dynamics, and systemic inequities influence family understanding and participation in the special education process. Participants will leave equipped to issue PWNs that support compliance, reduce conflict, protect student rights, and promote collaborative problem-solving across educational teams.

Course Objectives

By the end of this course, participants will be able to:

Articulate the purpose of Prior Written Notice within IDEA, including its role in protecting student rights and ensuring meaningful parent participation in decision-making processes. Standard 2: Student, Family, and Community Engagement

Identify and apply regulatory requirements related to PWN, including timelines, required components, language access considerations, and appropriate methods of delivery consistent with federal and OSPI guidance. Standard 2: Student, Family, and Community Engagement

Differentiate between compliant and high-quality PWNs, recognizing the difference between procedural completion and substantive, transparent documentation. Standard 3: Learning Partnerships

Draft clear and comprehensive PWNs that accurately describe proposals or refusals, the data relied upon, options considered and rejected, and the rationale for decisions in language understandable to families. Standard 3: Learning Partnerships

Apply a CCDEI-informed lens to PWN development, ensuring notices account for cultural and linguistic diversity, power imbalances, and systemic inequities that may impact family engagement and understanding. Standard 3: Learning Partnerships

Analyze common PWN errors and omissions that contribute to mistrust, due process disputes, or findings of noncompliance, and implement strategies to prevent them. Standard 2: Student, Family, and Community Engagement
